The Study of Administration by Woodrow Wilson

Woodrow Wilson had a lasting impact as a former president and administrator of the United States.  In “The Study of Administration” published in 1887, Wilson displayed grand ideas of reforming government by separating administration from politics. Wilson believed the most efficient administration should govern independently from the branches of government.  A fruitful type of administration should be composed of the proper distribution of authority and professionalism leading to trust and success within a population.

 Wilson had the intelligence to contemplate such magnificent ideas and bring them to light. Wilson believed flaws in the constitution delayed the United States from ruling the world and that the United States should study the administration of countries like Germany, England and France that were progressing ahead of us.  Wilson perceived the field of administration as a field of business. A “less businesslike” government would cause hardship to the population. Although it is difficult to make progress in government, in order to make advances, we would need to persuade public opinion.

“Our duty is, to supply the best possible life to a federal organization, to systems within system; to make town, city, county, state, and federal governments live with a like strength and an equally assured healthfulness, keeping each unquestionably its own master and yet making all interdependent and co-operative combining independence with mutual helpfulness.” (The Study of Administration, Woodrow Wilson, 1887).

In more simple times, Wilson acknowledged the difficulty of progress within a nation.  This was due to ignorance, selfishness and foolishness by the authorities.  According to Wilson, “The bulk of mankind is rigidly unphilosophical, and nowadays the bulk of mankind votes” (The Study of Administration, Wilson, 1887).  It is not different today. Our nation continues to grow and our government administration does not suffice the population’s needs appropriately.  Our government administration should evolve as the world is evolving. Wilson’s study of administration is accurate in today’s world. Our government administration needs a reinvention. Image
